To expand the state’s air connectivity, the Cabinet gave approval for the Airports Authority of India (AAI) to conduct a Pre-Feasibility Study for starting commercial flight operations in Madhubani, Birpur, Munger, Valmikinagar, Bhagalpur, and Saharsa.
A budget of ₹2.43 crore has been sanctioned for the study, which will assess factors like potential passenger traffic, airstrip length, and types of aircraft suitable for operations. The move could pave the way for the construction of new airports, improving travel ease and boosting regional development.

The Cabinet approved ₹119 crore for organizing the 7th edition of Khelo India Youth Games in Bihar for the first time. The event will be held from May 4 to 15 across Patna, Rajgir (Nalanda), Gaya, Bhagalpur, and Begusarai.

₹15,995 Crore Power Subsidy Approved for 2025-26
To provide relief to electricity consumers, the Cabinet sanctioned a massive ₹15,995 crore as subsidy for the fiscal year 2025-26 under the Mukhya Mantri Vidyut Upbhokta Sahayta Yojana.
The amount will be paid directly to NTPC through the Reserve Bank of India, and the subsidy will reflect in monthly electricity bills from April 2025 to March 2026, helping to offset high power tariffs.
Grand Temple to be Built at Sita’s Birthplace, Punauradham
In a move to promote religious tourism, the Cabinet approved the appointment of M/s Design Associates INC as the design consultant for the development of Punauradham Temple in Sitamarhi, believed to be the birthplace of Goddess Sita.
The consultant had earlier designed the Ayodhya Ram Mandir. Around 17 acres of land is currently available, with an additional 50 acres being acquired to develop the temple complex on a grand scale.
526 Posts Created for New Degree Colleges
The Cabinet also approved the creation of 526 posts (422 teaching and 104 non-teaching) for newly proposed degree colleges in the state. This decision aligns with announcements made by the Chief Minister during his Pragati Yatra to improve higher education infrastructure.
663 Non-Technical Posts Approved for Urban Engineering Units
A total of 663 non-technical posts were sanctioned for 71 offices under the Integrated Urban Engineering Organisation of the Urban Development and Housing Department. These new roles aim to improve urban infrastructure and service delivery.

The Cabinet also approved the creation of 244 posts for the smooth functioning of Bihar Sports University located in Rajgir. This is a step towards building a world-class sports education ecosystem in the state.
Farmers Can Now Legally Exchange Land
In a major land reform decision, the Cabinet approved the Bihar Special Survey and Bandobast (Amendment) Rules 2025, allowing legal land exchange among farmers who had previously swapped plots informally. This will help streamline land records and minimize disputes.
Road Connectivity to 14,000 km Under Gram Sampark Yojana
Under the Mukhya Mantri Gram Sampark Yojana, the Cabinet sanctioned road construction and maintenance of 14,000 km connecting villages and hamlets with 100 or more residents across all 38 districts.
This move is especially significant for road projects that could not receive assistance from the New Development Bank (NDB). These roads will be constructed with state resources to ensure all-weather connectivity.
Summary of Key Approvals
These decisions reflect the Bihar government’s commitment to inclusive development, improved infrastructure, and better quality of life for its citizens.
